This is the Robot from Japanese Television programme Akiba Ranger.
The Car is painted with original cartoon characters. And this results in the name as "Itasha Robo", which means "Pain Car Robot" in Japanese. All cars with anime characters printed on it are named as Itasha (Pain Car).
It is 37.5mm tall in robot mode, which can fit the Bandai SHF figures as the pilots. Of course, you can fit in any other figures at around 5.5" size.
The gun is transformed from Akiba Electric Street sign board, while the double sword is transformed by Maid Cafe Signboard which is very common in Akiba.
